For the next 35 years, she recorded television news around the clock, eventually collecting more than 70,000 videotapes. Long before cloud storage or digital archives existed, she believed that one day facts themselves might become contested. She wasn&#8217;t preserving television. She was preserving reality.<\/p>\n<p>Today, her work feels remarkably relevant. In an era of generative AI, deepfakes, coordinated influence campaigns, and algorithm-driven social media, the objective of conflict is no longer limited to disrupting systems or stealing information. Increasingly, it is about shaping how people perceive reality, what they believe, and ultimately how they make decisions.<\/p>\n<p>This is the essence of cognitive warfare.<\/p>\n<h3><strong>Cyber Warfare Is No Longer the Whole Battlefield<\/strong><\/h3>\n<p>For the past two decades, cybersecurity has focused on protecting digital assets: networks, endpoints, identities, cloud environments, and critical infrastructure. These remain essential objectives. But modern conflicts increasingly target something far less tangible \u2013 and potentially far more valuable. Trust.<\/p>\n<p>Rather than disabling infrastructure, adversaries seek to influence elections, polarize societies, manipulate financial markets, damage corporate reputations, or undermine confidence in institutions. The attack surface has expanded from technology to human cognition.<\/p>\n<p>Unlike traditional cyberattacks, cognitive operations do not necessarily exploit software vulnerabilities. They exploit psychological ones. The goal is not always to convince people of a falsehood. Often, it is simply to create enough uncertainty that people no longer know what \u2013 or whom \u2013 to trust.<\/p>\n<h3><strong>From Information Warfare to Cognitive Warfare<\/strong><\/h3>\n<p>Information warfare is not new. Governments have used propaganda and influence campaigns for centuries. What has changed is the scale, speed, and precision with which they can now be executed.<\/p>\n<p><a href=\"https:\/\/infolab.uottawa.ca\/common\/Uploaded%20files\/PDI%20files\/InfoLab%20-%20Cognitive%20Warfare,%20Securing%20Hearts%20and%20Minds.pdf\" rel=\"noopener\">Cognitive warfare<\/a> combines several disciplines into a single strategic approach: cyber operations, information warfare, behavioral science, artificial intelligence, and influence campaigns. Together, they aim to shape perceptions and influence behavior rather than merely compromise systems.<\/p>\n<p>The mechanisms are increasingly familiar. A single event can be framed in completely different ways depending on the audience. Conflicting narratives <a href=\"https:\/\/www.factcheck.org\/2025\/08\/factchecking-trumps-claims-about-mail-in-ballots-voting-machines-and-states-role\/\" rel=\"noopener\">flood<\/a> social media until objective facts become difficult to distinguish from opinion. Coordinated bot networks <a href=\"https:\/\/www.theguardian.com\/world\/2022\/may\/01\/troll-factory-spreading-russian-pro-war-lies-online-says-uk\" rel=\"noopener\">amplify<\/a> selected messages, while synthetic images, videos, and AI-generated voices make fabricated content increasingly convincing.<\/p>\n<p>When every version of reality appears equally plausible, manipulation becomes significantly easier.<\/p>\n<h3><strong>AI Has Changed the Economics of Influence<\/strong><\/h3>\n<p>Artificial intelligence has dramatically lowered the cost of creating persuasive content. What once required teams of propagandists can now be generated automatically: realistic videos, cloned voices, personalized messaging, multilingual campaigns, and thousands of coordinated social media posts. Influence operations have become faster, cheaper, and far more scalable.<\/p>\n<p>For organizations, this means that reputation can be affected long before a technical compromise occurs. A synthetic executive statement, a fabricated internal document, or a coordinated misinformation campaign can trigger financial, operational, or legal consequences even if corporate systems remain fully secure. Protecting infrastructure alone is no longer sufficient.<\/p>\n<h3><strong>Why Governments Cannot Fight Alone<\/strong><\/h3>\n<p>Governments face three structural disadvantages:<\/p>\n<ul>\n<li>Speed. Cognitive attacks unfold within minutes, while official responses often require days of validation and coordination.<\/li>\n<li>Scale. Millions of posts, videos, and conversations spread simultaneously across fragmented digital platforms.<\/li>\n<li>Credibility. Increasingly, many citizens place greater trust in influencers, online communities, or independent creators than in official institutions.<\/li>\n<\/ul>\n<p>These limitations mean that defending the information environment cannot remain solely a government responsibility.<\/p>\n<h3><strong>The Cybersecurity Industry Has a New Role<\/strong><\/h3>\n<p>The encouraging news is that many of the capabilities required already exist. Cybersecurity providers continuously monitor massive volumes of data, identify anomalies, correlate events, and share threat intelligence in real time. Those same principles can be extended beyond technical indicators to detect coordinated influence campaigns, synthetic media, and emerging manipulation before they reach critical scale.<\/p>\n<p>The <a href=\"https:\/\/www.hwgsababa.com\/en\/defense-center-soc\/\">Security Operations Center<\/a> may gradually evolve into something broader: an Information Operations Center, combining cyber intelligence, open-source intelligence, behavioral analytics, and AI to protect not only digital infrastructure but also the integrity of the information ecosystem.<\/p>\n<p>Just as public-private collaboration became fundamental to cybersecurity, the same partnership will be essential for cognitive resilience.<\/p>\n<h3><strong>Protecting Reality Together<\/strong><\/h3>\n<p>Marion Stokes believed that preserving an accurate record of events would one day matter. She was right. Today, however, recording information is no longer enough. We must also verify it, contextualize it, and defend it against manipulation.<\/p>\n<p>Cognitive warfare reminds us that the next battlefield is not simply digital infrastructure. It is human perception itself.
